Message vacuum. I think the weep hole allows free movement of the diaphragm during pressure changes and vent out possible moisture.

FWIW Z-line, mine leaked a little at the weep hole during bench testing 10+ years ago and seems to work fine. My diaphragm tested good through the small vacuum port.
